Robert Quentin Millan, 96, of Middletown, died Saturday, February 18, 2012, at his home surrounded by his family. He was born in St. Joseph, Missouri on November 4, 1915 to parents Edward and Lura (Quentin) Millan.
Robert graduated from Middletown High School in 1933. He then attended Phillips Exeter Academy in New Hampshire, graduating in 1934. He received his undergraduate degree in Economics from the University of Virginia in 1938. He earned graduate degrees from the University of Virginia, Rutgers University and Xavier University. He served in the United States Navy from 1944 - 1946. He was President, Chairman of the Board and Chief Executive Officer for First National Bank of Middletown from 1973 until 1980. From 1980 to 1986 he served as Chairman of the Board of First National Bank of Southwestern Ohio. His civic activities for the Middletown Community included serving on the board of directors for the Middletown Hospital Association for 20 years, the American Red Cross and the Middletown Public Library. He was a member of the Middletown Chamber of Commerce Board, the Miami University Middletown Campus Steering Committee and Middletown Giant Step. He was a lifelong member of the Episcopal Church of the Ascension. He was dedicated to his work in the field of criminal justice. He served on the State of Ohio Prison Labor Advisory Board from 1984 to 1998 with three of those years as Chairman. He taught at the Lebanon Correctional Institution for 10 years and founded the Wilmington College Inmate College Program at LCI. He was Governor Voinovich's appointment to the Gov.'s Select Committee for study of the Ohio's Prison System after the Lucasville Riots in April of 1993. He served as Chairman of the Episcopal Diocese of Southern Ohio Criminal Justice Committee, Director of the National Council on Crime and Delinquency and Chairman of the Citizens Advisory Committee for LCI. He was honored by President Regan in 1983 for his criminal justice work and was appointed by the president to the Federal Prison Industry Board of Directors from 1988-1996. He served as a Wilmington College Trustee from 1970 - 1982. Wilmington College awarded him an Honorary Associates of Arts Degree in 1977 and an Honorary Doctorate Degree in 1982. He also earned the American Legion Coffey Award in 1977. Bob was a founding member of Brown's Run Country Club, as well as a member of the Moorings Country Club in Vero Beach, Florida and was a member of the Lebanon Countryside YMCA. His other life loves included playing tennis, raising and racing Standardbred horses, which he did for 25 years, fixing, inventing and creating in his workshop and gardening.
The greatest love of his life was his family. He is survived by three daughters, Eugenie (Thomas) Campbell, Elizabeth (Lewis Seidner) Millan & Cinda (Kent) Goforth; 10 grandchildren and 20 great grandchildren.
He was preceded in death by his parents, his loving wife, Eugenie (Gardner) Millan to whom he was married for 70 years and two brothers, Jim & Bill. He was lovingly cared for at home by his wonderful caregivers Evalina Banks, Livia Trainer, Bonnie Zornes and Patty Carpenter.
Memorial service will be held Friday, February 24, 2012 at 12:00 pm at Church of the Ascension, 2709 McGee Ave., Middletown with The Reverend Jackie Matisse and The Reverend Elaine Caldbeck officiating. Private inurnment will be held for the family.
